A report on the Canadian television station TQS reports today that Bell Sympatico has now implemented bandwidth throttling.  Was this means for the average, non-downloader is that your DSL speeds should be more stable as individuals who use their Sympatico DSL connection to excessively download Bitttorrent files will now have their speeds limited when downloading. 

Sympatico states the following in an interview (from BroadbandReports.com):

Bell Sympatico has launched a solution to enhance the online customer experience and improve Internet performance for all our customers during peak periods of Internet usage with the introduction of Internet Traffic Management. There continues to be phenomenal growth of consumer Internet traffic throughout the world and Bell is using Internet Traffic Management to ensure we deliver bandwidth fairly to our customers during peak Internet usage.

Bell will be using the latest, state-of-the-art technology to improve the customer experience for a vast majority of our customers� favorite applications (such as Internet Browsers, E-mail, Instant Messaging, Streaming Video, etc.) as required during peak times on the Internet, while ensuring all customers receive fair use of the network when there is heavy Internet traffic. In addition, Bell continues to make significant investments in network capacity and speed to meet the growing Internet demand.
 

While this is supposedly great news for the average user, it is bad news for bandwidth heavy individuals who claim that this is also in violation of the Terms of Service established by Bell Sympatico.  To implement such a drastic change in the services offered by Sympatico, Bell might find themselves facing a barrage of complaints, cancellation and even possibile litigation.

Sympatico's main competitor, Videotron may find themselves boarding more customers as a result of this as they have yet to officially announce their adoption of such speed capping initiatives.

10MinutesMax will continue to monitor this situation as their as methods and ways for users to bypass throttling measures.  A report will be made available to explain the different options that people may use to get their P2P speed back up.
